As a Product Owner/Scrum Master III, you will lead Agile and Scrum delivery teams, driving the development effort by clearly conveying the product vision and prioritizing work based on business value. Acting as the primary liaison between stakeholders and the delivery team, you will ensure that the right product is developed within budget and on schedule. Your role will also encompass facilitating Scrum processes, managing the product backlog, and ensuring that team members remain productive and aligned with project objectives. You will independently determine and develop approaches to solve complex problems, leveraging your expertise to guide the team and support business goals.
The proposed salary range for this position is $100,000 - $164,000. There are a host of factors that can influence final salary including, but not limited to, Federal Government contract labor categories and contract wage rates, relevant prior work experience, specific skills and competencies, geographic location, education, and certifications. RESPONSIBILITIES
Act as the primary point of contact for Agile and Scrum delivery teams, stakeholders, and management
Lead the development effort by outlining and prioritizing work based on business value and project objectives
Liaise with stakeholders to ensure their interests are incorporated into product releases
Ensure the team delivers the product within budget, on schedule, and aligned with business goals
Coordinate and monitor the Scrum process from initiation to delivery, ensuring adherence to Agile principles
Maintain and manage the product backlog and release plans, ensuring alignment with project objectives
Facilitate productivity by scheduling and leading meetings, such as sprint planning, reviews, and retrospectives
Remove impediments that may hinder the team's progress toward sprint goals
Preserve flexibility and rapidly respond to changes in project requirements or priorities
Serve as a Scrum facilitator, ensuring effective communication and exchange of information within the team
Promote Agile practices, including user story writing, backlog prioritization, and acceptance criteria development
Ensure 100% of planned hours are worked and recorded
Identify and forward to your leadership any opportunities that could lead to growth within your work area
Ensure all contractual deliverables are met/exceeded to the customer's satisfaction
Completes personal PDP and attend Staff Meeting and Storytime (with camera on)
Within your program, build productive and positive professional relationships with clients
Performs other related duties as assigned
KEY QUALIFICATIONS Clearance: Active TS/SCI
Experience and Education: Bachelor's degree or equivalent experience, with 5-7 years of experience, or a Master's degree with 5 years of experience. 9+ years of experience without a degree. A minimum of 5 years of specialized experience is required.
Comprehensive understanding of Agile principles and methodologies, including Scrum, Kanban, and SAFe
Demonstrated ability to manage complex projects within an Agile framework
Strong communication, conflict resolution, and customer relationship management skills
Experience with project management in Agile environments
Familiarity with Agile practices such as backlog management, sprint planning, and acceptance criteria development
Ability to independently determine and develop solutions to complex problems
Proven track record of facilitating team productivity and removing impediments
PREFERRED ADDITIONAL QUALIFICATIONS Certifications in one or more of the following:
Certified Scrum Product Owner (CSPO)
Agile Certified Product Manager and Product Owner (ACPMPO)
PMI Agile Certified Practitioner (PMI-ACP)
Advanced knowledge of Agile practices, including user story mapping, release planning, and metrics tracking
Experience managing cross-functional teams and stakeholder relationships
Proficiency in Agile project management tools, such as Jira, Trello, or Rally
Strong ability to adapt to changing project requirements and priorities
